The story
From suck + cock. Cf. suck dick. The figurative sense likely derived from the view that performing fellatio is an effeminate activity, suitable only for women and homosexuals; and therefore any man engaging in such would be of poor quality. This sense is now totally disconnected from its origin, and does not evoke such a view on its own.
