According to a government document, Hualong, the downtown district that houses the current railway station and future high-speed railway terminal, had implicit off-budget liability – borrowing through local financing vehicles or from guaranteeing local development loans – of 2.6 billion yuan (US$378 million) at the end of June 2018, three times its on-budget debt.

Among the 8 urban cancer registration areas, the age-specific incidence rate of lung cancer in males was the highest in Hualong District of Puyang City (82.90/105), followed by Luohe City and Shihe District of Xinyang City. In females, it was the highest in Hualong District of Puyang City (45.92/105), followed by Luoyang City and Shihe District of Xinyang City. The highest age-standardized mortality rates in both males (74.57/105) and female (22.87/105) were in Hualong District of Puyang City. (Figure 5-10g)
